The French Government appear to be still desirous that joint action should be taken by the four legations at Peking with a view to bringing pressure to bear on the Chinese Government to induce them to agree to joint signature of the final contract and the inclusion of adequate guarantees.
They also state that the German Government have agreed to approach the United States in this sense.
Can you ascertain what instructions have been received by your French and German colleagues, and what action they have taken in the matter?
We should be glad to join if you think this can be done without giving offence to the American Government.
